Reagan states that his intention is not to do away with the government but it is rather to make it work with people, goals and dreams of American citizens are goals and dreams of this administration. Reagan states that steps will be taken to remove roadblocks that have slowed economy and reduced productivity and balance between various levels of government will be restored. Progress can be slow but it will happen.
